Back on the Market Psychology

Another good idea but does it really work? Is it just that simple? We search for property that fell out of escrow and is back on the market. The sellers mentality is they just want to be done with it. These are the properties we make offers on. If it works, how do we find them? (HUD, Fannie, Freddie etc.) Do we set something up to get an automatic email as soon as somethings back on the market? How? How fast should we make offer? Isn't it wise to look at property first? Thanks.
