I'm researching a property that is currently zoned as R2M for mobile homes. The acreage for the property was once a mobile home park with 6 sites and 3 septic systems. The listing agent states that the mobile home license has expired and the buyer can pursue with planning and zoning.
I'm wondering what local government official I need to speak to in order to pursue a different zoning for the acreage.
Any thoughts?

You should talk to the city planning and zoning department to see what you can do with any rezoning of a property.
