2. since you have owners addy-look them up for phone # and call them
3. ask neighbors
4. google address

If you go to land records and look up what documents are filed on the property you can find out if it went to foreclosure, or you can at least possibly get the owner's address. Also if you check on anywho.com and put in their name or address that you got off the land records documents, you may be able to find them.
You can also go online to see if that state where the owner lives has their land records on line, sometimes they do. If they do then look them up by address or by name and you can find out if they possibly moved to another address and try that address on anywho to find out if it has a number.
