Locking up a REO in contract.

Is there a way to lock up a REO or Forecloure house in contract before you have to show proof of funds or apply for a home loan. I currently have a house on the market and would like to grab another good deal hoping the other will sell soon and I can pay cash for the one I want to purchase and flip.

Most banks if not all, require proof of funds along with the offer or will not even look at it.
