How do you get a real estimate on repairs when the house has no power, water, or heat on? Is it just looked at for any broken plumbing or displaced wiring? Or do you just take the seller's word for it?

Hey Shirley, you should be able to get free estimates from remodel contractors in your area. They usually have enough experience to tell what problems are going to surface regardless of weather power or water is on. Don't take homeowners word, they usually want it to be less than is actual. Google: remodel contractors (your town). Call and get a feel for a couple. Get at least 2 if you have time.
What does it mean when it says the bank has given a soft pre approval on price
I am a new investor any help would be great.
Thanks

Shirley,
With no power or water turned on you really dont know what may be broken like a pipe in the wall for example. Mike is wright if that is the case give a verry low offer and explain to them why ie: no power noi water on and you can ask if they accept to hold money in escrow untill you turn on power and water on to inspect if there is any major damage.
