I found no listing for the Automated Probate Finder course so I've listed this question under Dean's Courses in general. When I've searched public notices of estates going into probate most list an individual as the Personal Representative. However, occasionally I've found that a Public Administrator has been listed as the Personal representative. What does this mean and is it an advantage or disadvantage for me?

Just taking a shot in the dark here, but it could mean there is no will and possibly no heirs so the state is handling probate. Again, this is just a stab at what I think is a logical answer. Hopefully, someone more familiar with probate can fill us both in.
However, if it is a state employee or contractor handling it, I would think that you'd be better off with a personal representative than a Public Administrator.
