Can't get a mortgage under 30000??

I am working with my first buyer who does not have cash. A Realtor told me that you can't get a mortgage for under 30000, Is this true?

but if you buy a property below ARV with money from a private money lender, you can then go to a bank and refinance the property for 100% of money that you borrowed from private lender...
