What you should be looking at with this property is how much work does it need and how much is it going to cost. Once the work is done what are the comps. in the area selling for. Is it still a good deal after the expence of the repairs? Next, what is the rental market like or how long is it going to take to sell this property (depending on what you want to do with it). Make sure you have all your expences accounted for in what you offer for the property.
