That's a do it yourself. When lead paint has been removed, you get a inspection certificate from the city saying the lead has been removed. If you pass the inspection and you did it yourself, and the occupant(s) start getting sick, you could be held liable. You should check out what could be the possible legal consequences if you do the lead paint rehab yourself.

FYI: If you do a major remodel or replace windows and you suspect you have Lead Paint you really should have a lead paint test performed. If you find lead paint you will need to perform these techniques for removal.
This method is strongly recommended for windows and doors.
1. Wet mist or HEPA-vacuum old component before removal.
2. Remove entire component using appropriate methods to minimize dust dispersal.
3. Wrap old building part in plastic sheeting and dispose of properly.
4. Install new part. Seal properly to avoid leaving spaces or holes around edges.
5. Paint new component as necessary with primer and two coats of non-lead based paint.
If you should have concerns or feel inadequate, please call an abatement hazards company in your area. They can give you a quote to get it remove properly.

A person has to, if they are going to do that kinda job.
I don't think you can cover it. I'm pretty sure lead paint has to be removed.
