is there a way to invest in short sales not only in my area, but in distance areas by paying someone to examine the house for me, and to trust their judgement?
(maybe a realtor could do this job?)

Take my thoughts for what they are. I am just getting started in real estate so this is just theory.

Whether investing locally or out of the area a good team of experts in their given field is a must. Many realtors have enough experience that they could give sound judgement regarding rehab expenses. Some may not.
But either way I would try to get this for FREE before paying for it. If you already have a realtor let them know that you are unable to view the property yourself and ask them to send you some pics and ask for their judgement.
You could also try a local contractor. Explain that you are an experienced investor and have decided to invest in this area. You are considering a home and you would like for them to take a look at it and give you a free estimate. Explain to them that you are a serious investor and you would like to feed them a lot of businees but from time to time you may need them to take a look at a property that you considering.
You may not be able to find someone to look at it for free. But I would at least try before offering to pay.
You may not always get what you ask for but you absolutely NEVER get what you don't ask for.

I don't know why you would want to buy short sales out of state; they take a long time, sometimes 6 months or longer, so many things about the property can change during that time. However, if you do want to pursue this strategy, then you need to first build your power team in that area. Your power team needs to be comprised of people you can trust, both by their ethics and their experience.

im only interested in short deals because im a begginer and i really dont have the money to invest. my problam is- how could i know if i can trust a persin to examine the property for me without ever meeting him face to face?

The best strategy for a beginner is to go after unlisted motivated sellers directly. No agent involved. The first thing to learn is what a deal really is and how to get it under contract while all the time building you buyers list.
