There may be someone that can give you specific here (hope to hear from them), but start calling your local banks. The small ones are you best best for getting no-season refis. What area are you in?
I would highly recommend to anyone planning to use refis to start calling NOW, before you even HAVE something to refinance and line that up. It will save you the headache of having to do it "under the gun", and you'll start building relationship with the bank and maybe even get some tips on WHAT to be purchasing.

I want to get some CASHOUT at closing different from my seller concession. I planned to buy the property for rental income that is less than the market value from a FSBO and request cash at closing for personal issue. What is the procedures for this transaction along with the loan name?
