I am now getting a tax lien foreclosure on a water front house in Arizona City AZ.that is 70% completed. It is on a 49 acre private lake. It was started building in 2005 and then abandoned.
My wife and I are in our mid 70's so not rely interested in finishing it.
My question is, should we just list it with a Real Estate broker, try to sell it ourselves (we know of several investors) or both?
Any suggestions appreciated.

Personally I would first call all the investors you know and try to sell it to them directly. If that does not get the results you want then get a real estate agent or broker to sell it, but tell them you still want to have to freedom to advertise it yourself and bring in a buyer, and if you bring in a buyer then their fee will be reduced....

Always take the opportunity to sell properties yourself. For 1 you can gross more from the sale, 2 it is great experience you can grow from. I have sold many properties on my own just using free classifieds and signs. i have also done auctions on properties that brought new buyers to purchase other properties.
If you do list it with an agent, you want to be allowed to market the property yourself so you always have your options open.
