Your County Records. Try calling your local county or city government and ask for the website to get property appraisals. You will get the name of the property owner and few details about the property.

Getting a contact number might be a bit more difficult since most have cell phones. But try the bandit sign in yard and blame on those darn kids you paid to put signs out. A strategy I found on this site.

The County sites yes, call & find out which sites and how to use them you can just Google them too I am using a couple of sites in the midwest for that & they are really helpful, they wont tell you their ph# but you can also use Spokeo I've heard & just Google their names or the name of the co. they own & sometimes you will come up with a ph# online. It can be hit in miss, one of these sites may have the persons phone number when the other 3 didn't. So if you are not finding the phone number on one of these sites, try the other.
To get the owners name if you don't have it to a property address, chances are you can get online to the county assessors website & search by address to get the owners name.
