You write down the address and go to zillow.com and see what the fair market value is. In this down market you are going with the lower part of the range. Then just call the owner and see, if they are nice. If they are, then tell them that you are an investor who is looking to buy houses below fmv. If they respond well and want to hear an offer, then tell them you will call them back with an offer.

When they accept your offer, look at the house and decide whether to buy it or not.
