I love this hill project and Dean's suggestion to think outside of the box. It reminds me of the neighborhood beautification project I have undertaken as a re-habber. The place was a dilapidated vacant place for drug addicts and copper thieves to strip bare. Now it is a double rental property and the neighbors and police couldn't be happier.
