The areas I work in are as follows:
I have been looking at working in 17 different counties in MN. These are the counties to which I have various ties and so I am aware of the lay of the land and have people in place that I could tap to do things like estimate rehab costs and take photographs, help me build my buyers list in an area, etc.
Of those 17 counties, the unemployment rates vary from 4.5% (Blue Earth County, MN) to 7.5% (Mille Lacs County, MN). I also have ties to a few areas in Western Wisconsin, but I haven't really spent a lot of time focused on those areas. However some of them are adjacent to the Minneapolis/St. Paul metro and would NOT be difficult to tap into.

Is there a need for rentals in El Paso? Absolutely, rentals in El Paso are in demand due to our military personnel, students and migrants from Mexico. Fort Bliss and the University of Texas are located in El Paso. In the past year I have rented up to 4 rooms in my home and have used this revenue to pay the mortgage plus. I have rented mostly to soldiers and a few students. Seek a contract with Fort Bliss to rent out some of the DG properties to our military.
After, reviewing the responses there seems to be great opportunities in Texas. Texas is a huge State. Why not think outside the box? If Texas is picked, why not have 3 Area Managers/Consultants in Texas ( El Paso, Houston, and Dallas)?
